(3)The Appointing Authority, if it is of the opinion that the provisions of the Act and the rules framed there under have been violated, after following the procedure under sub-rule (2), may also impose a penalty in accordance with the provisions of Chapter VII of the Act and Chapter-V of these rules, as the case may be.
