(1)At such time as the Central Government may deem to be expedient before or after the expiry of the period of three years after the publication of the list of members of a Committee under sub- section (2) of section 5, the Central Government shall take or cause to be taken all necessary steps for the nomination and co- option of members of the new Committee.
