	Writ Petition filed under Article 226 of the Constitution of India, for  issuance of Writ of Certiorarified Mandamus to call for the records of the 4th respondent culminating in his order in registration No. DSEHE/E/2016/03632 dated 25.04.2016, quash the same and to direct the second respondent herein to pass orders afresh in the complaint of the petitioner dated 25.02.2016, after granting a reasonable opportunity of personal hearing to the petitioner.
