Section 3(5)(ii) in The Rajasthan Veterinary Council Rules, 1988

(ii)every objection in Form II to the inclusion of a name in the roll shall be preferred by a person whose name is already included in the roll and shall be countersigned by another person whose name is also included in the roll.
