Section 25(1) in The Orissa Panchayat Samiti Act, 1959
(1)The Samiti [* * *] [Omitted vide Orissa Act No. 1 of 1968.] with the approval of the Government, shall determine the number and grade of the employees to be appointed to the services of the Samiti.
