- Subject to the financial resources at its disposal and its organizational capacity, a Municipal Council may, at its discretion, provide either wholly or in part for all or any of the matter specified in section 71 within its territorial area, as if the Municipal Council were a Municipal Corporation and the smaller urban area were a large urban area.Powers of Standing Committee
