Section 6(2) in The Bengal Industrial Employment (Standing Orders) Rules, 1946

(2)Any employee or any organisation or person acting on behalf of an employee may submit objection to the draft Standing Orders in Form "C" in triplicate. The Certifying Officer shall besides following the procedure laid down in sub-section (2) of section 5 obtain the comments of the employer or employers to the objection and note the decision thereon. Copies of the form thus received and noted shall then be returned, one each to the objector and the employer, the third copy being retained by the Certifying Officer for his record.
