Section 17(2) in The Jammu and Kashmir State Town Planning Act, 1963
(2)The Government shall then assess the amount of the betterment charge payable by the person concerned after giving such person an opportunity to be heard and such person shall, within three months from the date of receipt of the notice in writing of such assessment, inform the Government by a declaration in writing that he accepts the assessment or dissents from it.
