Section 4(iii) in The Central Electricity Regulatory Commission (Procedure, Terms & Conditions for grant of Transmission License and other related matters) Regulations, 2001
(iii)The Central Transmission Utility may take a final decision in adoption of Joint Venture route in appropriate cases. The guiding factor for adopting Joint Venture route shall be the conditions where open competition is not anticipated or where the project is of critical nature.
