Section 360 in Goa Prisons Rules, 2006

360. Handcuffs not to be imposed in certain circumstances.

- No prisoner shall be handcuffed while being taken from a prison to a court and vice versa or from one prison to another, unless a definite direction that the prisoner be handcuffed, has been given in writing by the court or, as the case may be, by the Superintendent:Provided that the officer in charge of the prisoner may, if the prisoner becomes violent or attempts to escape or circumstances necessitate him so to do while in transit, handcuff him.
