Section 9(2) in The Orissa Maintenance of Orphanages Rules, 1985
(2)The Sub-divisional Officer and the Block Development Officer may inspect any orphanage in the Sub-division or the Block, as the case may be. They shall send, wherever necessary, special reports to the Collector.
