(c)3 months educational course and the first term, which will be common for Upper Yardmen of all branches, is designed to afford facilities for Upper Yardmen to reach the educational standards required for Acting Sub-Lieutenants and at the same time to develop their power of command and to broaden their general outlook, so as to fit them to take their places as officers. The other two terms for the Executive Branch and the Supply and Secretariat Branch candidates are also designed to afford the same facilities including the professional standards required of acting Sub-Lieutenants.
