Section 19(3) in The Chhattisgarh Municipalities Act, 1961
(3)Persons referred to in clauses (c), (d) and (e) of sub-section (1) of subsection (1) shall be deemed to be Councillors, but shall not have the right to vote in the meetings of the Council.
