19. Combined select list.
- If appointment has to be made both by direct recruitment and by promotion, a combined select fist shall be prepared by taking the names of candidates alternately from the relevant fists prepared under Rules 15, 16, 17 and 18, the first name being from the lists prepared under Rule 17 or 18 as the case may be.
