Section 102(1) in The West Bengal Panchayat Act, 1957
(1)The parties to cases triable by a Nyaya Panchayat shall appear personally before such Panchayat :Provided that the Panchayat, if it sees reason so to do, may dispense with the personal attendance of an accused and permit him to appear by agent.
