Section 60(4) in Rajasthan Public Procurement Rules, 2012
(4)The number of firms qualified in technical evaluation should not generally be less than three. If the number is less than three and it is considered necessary by the procuring entity to continue with the bid process, reasons shall be recorded in writing and included in the record of the procurement proceedings.
