Section 26(1) in The Orissa (State) Council for Child Welfare Rules, 1996
(1)On the decision of the Management Committee, the Utkal Balashram Branch shall admit orphan, abandoned and destitute children as per the names of eligibility prescribed in the Orissa Maintenance of Orphanages Rules, 1985 (as modified from time to time) of Government of Orissa.
