Section 33(2) in Tamil Nadu Farmers' Management of Irrigation Systems Election Rules, 2003
(2)If an elector after obtaining a ballot paper decides not to use it, he shall return it and the ballot paper so returned and the counter-foil of such ballot paper shall be marked as "returned-cancelled" and signature affixed.
