Section 39(1) in Kolkata Municipal Corporation Building Rules, 2009
(1)The Municipal Commissioner shall, as early as possible, communicate the recommendations of the Committee to the Mayor-in-Council along with dissenting notes, if any, for its considerations in accordance with the provisions of sub-section (7) of section 39V and its decision in accordance with the second proviso to subsection (1) of section 396
