(3)25 per cent of the strength of the cadre of Agricultural Extension Officer and Junior Subject Matter Specialist shall be filled by promotion, subject to availability of suitable candidate; provided that my short fall of this reservation due to non-availability of adequate number of suitable candidates in a particular year or years shall be carried forward to the subsequent year(s);
