Section 16(1)(a) in J&K State Haj Committee Rules, 2013

(a)The Chairperson shall at a special meeting to be held within three months before the end of the financial year, lay before the Committee an estimate of the income and of the expenditure of the Committee for the year commencing on the first day of April next ensuing, in such detail and from time to time prescribed.
