Section 9(b) in Soil Explorator's and Testing Laboratory's Registration Rules, 2001
(b)Before taking a decision to cancel the R.C. the Registering Authority, if considered necessary issue a notice to the Contractor asking him to explain his actions as to why his registration should not be cancelled.
