Section 6(2)(a) in The Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010

(a)The courier packages containing the export goods shall not be dealt with after presentation of documents to the proper officer in any manner except as may be directed by the Commissioner of Customs;
