(1)If, when the Chief Officer of a Municipality demands payment of any expenses referred to in section 546, his right to demand the same or the amount of his demand is disputed, the person referred to in section 546 may, within such time as may be prescribed, make an application to the Regional Deputy Director, Local Government, having jurisdiction for determination.
