(1)The Municipal Commissioner or the Executive Officer may, on an application by the owner, lessee or occupier of any building, either on his own or through any other agency, arrange for supply of water from the nearest main to such building for domestic purposes in such quantity as may be deemed to be reasonable and may, at any time, limit the quantity of water to be supplied whenever considered necessary:Provided that the Municipal Commissioner or the Executive Officer may, by order in writing, delegate the responsibility of receiving the application to any other agency.
