Section 38(1) in The Jammu and Kashmir Energy Conversation Act, 2011
(1)The Bureau may, with the previous approval of the Government and subject to the condition of previous publication, make regulations not inconsistent with the provisions of the Act and the rules made thereunder to carry out the purposes of the Act.
