Section 2(d) in The Orissa Medical Registration Rules, 1965
(d)"Returning Officer" means the Registrar and includes any officer authorised by him to perform the functions of the Returning Officer; For the first election Returning Officer shall be the Registrar of this existing Orissa Medical Council appointed under the Orissa Medical Regulation, 1936;
