Section 40(2) in Kerala Agricultural University Act, 1971
(2)Subject to the provisions of this Act and the Statutes, the University shall make useful information based upon the findings of research available to the farmers and others through the concerned Government Department.Provided that in special circumstances the University may with the previous approval of the Government make such information available to the farmers and otherwise than through the concerned Government Department.
