3. Amendment of section 3.
In section 3 of the principal Act, after sub-section (3), the following sub-section shall be inserted, namely:––“(3A) The day-to-day functions of the National Authority shall be performed by the Vice-Chairperson and in the absence of the Vice-Chairperson, by a member designated by the Chairperson or, as the case may be, the Vice-Chairperson, of the National Authority.”.
