(2)In particular and without prejudice to the generality of the foregoing power, such rules may provide for-(a)the procedure to be followed by the Collector, the Board of Revenue and other authorities while proceeding under any of the provisions of this Act; and(b)all other matters which under the provisions of this Act are required to be or may be prescribed.
