Section 4(1) in The Jammu and Kashmir Energy Conversation Act, 2011
(1)The general superintendence, direction and management of the affairs of the Bureau shall vest in the Governing Council which shall consist of not less than ten, but not exceeding fifteen members to be appointed by the Government.
