Section 33(2) in The Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985
(2)The issue and manner of issue of such opium, narcotic drugs and psychotropic substances shall be determined by the State Government from time to time and published in the Official Gazette, to the Rules or directions of the Central Government as mentioned in sub-rule (1).
