Section 62(1) in Haryana Municipal Corporation Election Rules, 1994
(1)After the announcement under sub-rule (2) of rule 61 a candidate or in his absence his agent may apply in writing to the Presiding Officer or the Returning Officer to recount the votes either wholly or in part stating the grounds on which he demands such recount.
