Section 6(1) in Punjab Document Writers Licensing Rules, 1961
(1)The number of licenses for each registration district and sub-district shall, from time to time, be fixed by the Inspector-General of Registration, who shall hold a special examination for issuing fresh licences, if necessary, keeping in view the requirements of each district and sub-district.
