*m09 SHRI TATHAGATA SATPATHY (DHENKANAL): The way the Gurudaspur incident has taken place is a matter of grave concern. It shows that once again on the soil of India terrorism is back with full force. Not only the flags of ISIS is flying high all over Jammu and Kashmir, but it also is a threat. The threat is perceptible. The threat is right here in the country. This is a time when all political parties and the civil society and everybody have to unite and fight this threat to the country. This is not a matter to be politicized. We are not politicizing it. But I would like to beseech through you to the Government that strictest action should be taken. Immense force should be used and India has to stand up as a country that is determined to fight terrorism.

The Army is there. But the question is the kind of politics we are having in Jammu and Kashmir and in Punjab today. This has resulted in the resurgence of the terrorist groups. The Government has to be blamed for this. Government must come out with facts about what is happening in Punjab and Jammu and Kashmir. Why has there again been a resurgence of terrorism?

SHRI SUDIP BANDYOPADHYAY (KOLKATA UTTAR): Madam, the terrorist attack in Punjab has at least been discussed and already Mr. Mallikarjun Kharge Ji has also succeeded to record his speech on the floor of the House. It is a good precedent. I think let this issue be taken up with all priority and we can initiate the discussion at the earliest possible time. No doubt, it is a national issue. Other issues are also there. Those issues are also to be taken care by the Government. Whether it is the issue of corruption or land issue or black money issue, whatever issue it may be, we want to discuss all the issues on the floor of the House and, I think, from somewhere you should begin and start the discussion.
The terrorist issue is to be dealt very firmly by the Government. Let the hon. Home Minister may come on the floor of the House and make his statement at the earliest possible time.
*m14 SHRI M. VENKAIAH NAIDU: I am happy that the Congress Party leader Shri Kharge Ji, one of the senior Members, has made the position of his Party clear.
Madam, I may submit respectfully to the entire House that as soon as I came to know of this incident, I got in touch with the hon. Home Minister. The Home Minister had told me that he was already in touch with the Punjab Chief Minister, and whatever support required from the Centre is being extended to the Punjab Government. Subsequently, it was brought to our notice that there is an encounter going on. So, then I thought it is my duty to inform the other side of what is the thinking in the Government. So, I rank up Shri Kharge Ji this morning and told him, “Sir, this is what is happening.” Once the situation becomes clear, then the Government wants to make a statement in the House. He also repeated the same thing. But the point is मैडम, मैंने आपसे भी बात की और अवगत कराया। सदन में कोई भी सदस्य कब क्या इश्यू उठाना चाहते हैं, यह अधिकार उन्हें है। सरकार की तरफ से मैंने इतना ही कहा है कि जो मामला सदस्यों ने उठाया है, इस बारे में बाद में गृह मंत्री जी वहां मुठभेड़ समाप्त होने के बाद एक वक्तव्य देंगे और उस समय किसी को पूछना है तो वह पूछ सकता है, इतना ही सरकार की ओर से कहा है। दुर्भाग्य है, यह इश्यू बहुत गंभीर है, यह पालिटिकल इश्यू नहीं है बल्कि नेशनल सिक्योरिटी रिलेटिड इश्यू है। The entire House should speak with one voice. If the Chair has allowed some Member to raise the issue and the hon. Member has raised that issue and some more Members have joined him and expressed their solidarity on that issue and then wanted the Government to respond, then I also stood up and said again that once the encounter is over, the Home Minister will make a statement in the House. That is what I have said. Firstly, there is nothing wrong done by the Government. Secondly, now it is very unfair, with all my respect to Kharge Ji, that at this hour when the encounter is going on, trying to find fault with the Government about intelligence failure is not done. Kharge Ji, what I request you is that let the encounter be over. The Home Minister will make a statement. Let the House discuss it threadbare. Let us have all other views. … (Interruptions)

They did not allow their leaders to speak. How can they now find fault with the Speaker? … (Interruptions) I would request them to please ponder over this, introspect and let us not create such situation. SHRI K. ASHOK KUMAR (KRISHNAGIRI): Hon. Speaker, chit fund companies in South India particularly in Tamil Nadu have been serving the community for a long time with a good track record. Registered chit fund companies have been very useful in funding the unfunded ones.
Madam, these chit fund companies are regulated by the Chit Fund Act, 1982 and are monitored by the State Government. Chit fund companies are also a non-banking financial entity like loan companies, hire purchase finance companies and leasing companies. The interests received by the finance companies have been exempted 100 per cent from service tax. Hire purchase and leasing companies have been exempted to the extent of 90 per cent from the levy of service tax.
The chit fund companies are treated on par with other NBFCs in the matter of service tax is fair and reasonable. I, therefore, request through you, to the hon. Finance Minister to consider reduction of 14 per cent service tax at par with other financial institutions.

SHRI NAGENDRA KUMAR PRADHAN (SAMBALPUR): Madam, I am drawing the attention of the House to enhancing the input assistance under CRF to affected farmers.
Farming in modern days has become very cost-intensive with more of technological inputs. Any form of natural calamity which visits our State of Odisha very regularly causes great damage. Outbreak of disease and pest attack, etc. inflict irreparable loss to the farmers. The impact of climate change is expected to worsen the loss suffered in the farm sector, which is the life-line of our country. Unless and until ample assistance is extended to the suffering farmers, it would be impossible for them to resurrect their farm enterprise. The input assistance extended from the Calamity Relief Fund to the affected farmers for crop loss suffered due to natural calamities need to be enhanced suitable from the existing Rs.6800 and Rs.13,500 per hectare of un-irrigated and irrigated land respectively subject to a minimum of Rs.2000/- Similarly, the input assistance for perennial and horticultural crops for crop loss at Rs.18000 per hectare should also be enhanced suitably subject to a minimum of Rs.4000/-

SHRI C. GOPALAKRISHNAN (NILGIRIS): Hon. Speaker, Vanakkam. Before raising the issue, I extend my sincere gratitude to my Leader Puratchi Thalaivi Amma who selected and sent me to this august House and again with blessing of Puratchi Thalaivi Amma, I raise the important and urgent public issue.
As all of us know, the e-wastes contain hazardous materials that pose a threat to the human health and the ecological resources. India generates around 146,000 tonnes of e-waste a year. A recent survey reveals that nearly more than 8000 million tones of e-waste will be generated in India. At present, only 3 per cent of e-waste reaches the recycler. They should put separate collection banks of e-waste in every nook and corner of the cities for the public to drop unused electronic gadgets in the basket. It is suggested that major Municipal Crporations should take the responsibility of collecting e-waste directly from consumers to be handed over to a recycler.
Though the Government of India has enacted the following legislations for e-waste management, it should promote such initiatives by offering certain incentives to this industry like infrastructure status, tax rebate, concessional loan and carbon credit to the entities having required know-how and infrastructure to deal with the same.
Finally, I would like to appeal to the authorities concerned and all the users of electrical and electronic equipment not to discard e-waste to the unorganized facilities until the administrative guidelines are in place and procedures are laid down by the authorities concerned and stakeholders Therefore, I urge upon the Government to take necessary actions for sustainable development principle which has been very aptly defined in the World Commission on Environment and Development (WCED) Report. SHRIMATI K. MARAGATHAM (KANCHEEPURAM): Madam Speaker, KV Schools are most preferred by parents to get their children admitted as they provide the best and quality education. Every year there is a huge demand for admission in KV Schools, but a very limited number of seats is allocated by which many parents are disappointed.
In my parliamentary constituency Kancheepuram, KV School is available only in Kalpakkam. According to the population and basic necessity, it would be appreciated if another KV School is opened either in Kancheepuram or Chengalpattu.
So, I request the Central Government to approve one KV School in either of the above mentioned places by which many children would get quality education.

SHRI BHARTRUHARI MAHTAB (CUTTACK): Madam Speaker, I am raising a very important issue as the Law Minister is present here today. I had earlier drawn the attention of the Law Minister that the name of our State Odisha has been changed to Odisha but the name of the High Court still continues to be Orissa High Court. We had earlier approached the Central Government that the name of the High Court of Orissa should be changed into the High Court of Odisha. Similarly, the names of the Bombay High Court, the Calcutta High Court and the Madras High Court still continue to be named in the pre-independance time.
It is high time that the name of the High Courts be changed. I would urge upon the Central Government to initiate action so that the name of the High Court of Orissa be changed into High Court of Odisha because the nomenclature of the State is ‘Odisha’.

UDIT RAJ (NORTH WEST DELHI): Madam, during recruitment of Senior Trainee Pilot (P2) with A320 endorsement in Air India, 78 candidates were selected for appointment - 11 SC and 6 OBC candidates have been selected in general merit category and there are still vacancies in 14 SC, 12 ST and 87 OBC seats. As per MHA order O.M. No. 1/1/70-Estt.SCT, 25th July 1970, “If SC/ST candidates obtained, according to normal position in examination for direct recruitment less vacancies than the number reserved for them, selecting authorities have discretion, in order to make up the deficiency, to select candidates belonging to these communities who may have obtained low place in the examination, provided that such authorities are satisfied that the minimum standard necessary for maintenance of efficiency of administration has been reached in their cases.” DOPT Brochure Reservation SC/ST/OBC Clause 3.8 states, “to the extent the number of vacancies reserved for SC, ST and OBC cannot be filled on the basis of general standard, candidates belonging to these communities will be taken by relaxed standard to make up deficiency in reserved quota, subject to fitness of these candidates for appointment to the posts in question.” Psychometric test, on the basis of which most candidates were rejected, was not part of advertisement issued by Air India and was arbitrarily added to the selection process to accommodate favoured candidates. श्रीमती माला राज्यलक्ष्मी शाह (टिहरी गढ़वाल) : माननीय अध्यक्ष महोदया, मैं आपका ध्यान अपने संसदीय क्षेत्र टिहरी गढ़वाल (उत्तराखण्ड) की ओर दिलाना चाहती हूँ। मेरे संसदीय क्षेत्र के उत्तरकाशी में 12 वर्ष के बाद वरूणावत पर्वत ने फिर से रौद्र रूप धारण कर लिया है, जिसने उत्तरकाशी शहर के लोगों की नींद उड़ा दी है। सितम्बर, 2003 भूस्खलन के बाद वरूणावत पर्वत का ट्रीटमेंट किया गया था, जिसके बाद कुछ वर्षों तक यह पर्वत शांत रहा है। अभी 15 जुलाई को तांबाखाणी सुरंग के ऊपर पर्वत के दरकने के कारण लोग भयभीत हैं। ज्ञानसू, इंदिरा कॉलोनी, भटवाडी मार्ग के आस-पास के लगभग दस हजार लोगों पर खौफ का साया मंडरा रहा है। वर्ष 2003 में केन्द्र सरकार ने वरूणावत पर्वत के उपचार के लिए 282 करोड़ रुपये का पैकेज दिया था। जिस तकनीक से उपचार होना था, उसकी अनदेखी की गयी। पांच वर्ष तक इसका ट्रीटमेंट चला, सीमेंट व कंकरीट के सीढ़ीनुमा प्लेटफार्मों से पानी निकालने के लिए नालियां बनाई गईं, लेकिन नालियों को खुला छोड़ दिया गया। भूवैज्ञानिकों का कहना है कि इसी कारण से फिर वरूणावत पर्वत दरक रहा है।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि वरूणावत पर्वत के उपचार हेतु उच्च तकनीकी का प्रयोग किया जाए, जिससे वरूणावत पर्वत का सही उपचार हो सके।… (Interruptions)

श्री ओम बिरला (कोटा) : माननीय अध्यक्ष महोदया, प्रधान मंत्री स्वास्थ्य सुरक्षा योजना के तीसरे फेस में 39 मेडिकल कॉलेजों में सुपर स्पेशिलिटी सेवाओं के विस्तार हेतु सुपर स्पेशिलिटी ब्लॉक बनाए जाकर उनका अपग्रेडेशन किया जाना निर्धारित किया गया था। उक्त योजना के अन्तर्गत राजस्थान के तीन मेडिकल कालेज, 1. कोटा मेडिकल कालेज, 2. उदयपुर मेडिकल कालेज, 3. बीकानेर मेडिकल कालेज चुने गए थे। प्रत्येक में 150-150 करोड़ रुपए की लागत से सुपर स्पेशिलिटी ब्लॉक्स का निर्माण किया जाना था, जिसमें राज्य सरकार द्वारा जमीन व अपने हिस्से के रूप में 20 प्रतिशत राशि वहन करनी थी। राज्य सरकार द्वारा अपने स्तर पर समस्त औपचारिक्ताएं पूर्ण करके चिकित्सा एवं स्वास्थ्य मंत्रालय, भारत सरकार को भेजी जा चुकी है। उक्त कार्य नवम्बर 2014 से प्रारम्भ किया जाना प्रस्तावित था, किन्तु अभी तक उक्त तीनों मेडिकल कालेजों में सुपर स्पेशिलिटी ब्लॉक के निर्माण हेतु आवश्यक राशि रिलीज नहीं हो पाई है, जिसके कारण निर्माण कार्य प्रारम्भ नहीं किया जा सका है।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि कोटा, उदयपुर, बीकानेर मेडिकल कालेजों में प्रधान मंत्री स्वास्थ्य सुरक्षा योजना-3 के अंतर्गत प्रस्तावित सुपर स्पेशिलिटी ब्लॉक्स की स्थापना हेतु प्रत्येक मेडिकल कालेज को उपलब्ध कराई जाने वाली 1.5 करो की धनराशि को अविलम्ब जारी ब्लॉक्स का निर्माण शीघ्रातिशीघ्र कराया जाए।… (Interruptions)

श्री छेदी पासवान (सासाराम) :मेरे संसदीय क्षेत्र सासाराम (बिहार) में अति प्राचीन धार्मिक आस्था का केन्द्र गुप्ताधाम अवस्थित है, जहां लाखों श्रद्धालुओं का आना-जाना लगा रहता है। गुप्ताधाम जाने के दो रास्ते - प्रथम, पनियारी से गुप्ताधाम जो पहाड़ पर चढ़ कर जाना पड़ता है एवं दूसरा, चेनारी डैम से पहाड़ के किनारे-किनारे जिसमें सात नदियों को पार कर धाम में लाखों श्रद्धालु जाते हैं।
दुःखद स्थिति यह है कि आज तक गुप्ताधाम आने-जाने के लिए सुगम सड़क निर्माण के लिए सरकार द्वारा कोई ठोस पहल नहीं की गई है। सड़क निर्माण के साथ-साथ श्रद्धालुओं के लिए पेयजल एवं अन्य नागरिक सुविधा की कमी के फलस्वरूप अति कठिनाई झेलनी पड़ती है।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि तत्काल प्रभाव से श्रद्धालुओं के आवागमन हेतु चेनारी डैम से गुप्ताधाम (रोहतास) तक सड़क निर्माण तथा पेयजल एवं नागरिक सुविधाएं मुहैया शीघ्र उपलब्ध कराने हेतु संबंधित मंत्रालय को निर्देशित करने की कृपा की जाए।… (Interruptions)

डॉ. भोला सिंह (बेगूसराय) : अध्यक्ष महोदया, बिहार सामाजिक, आर्थिक, सांस्कृति क्षेत्रों में लगातार पिछड़ता रहा है। आज भी लाखों बच्चे कुपोषण के शिकार हैं। हजारों महिलाओं की प्रसूति में मौत हो रही है। कैंसर, हृदय रोग एवं नस संबंधी बीमारियां बढ़ती जा रही हैं। इस अवस्था में बिहार में विश्वस्त एम्स जैसे राष्ट्रीय महत्व के अस्पताल में ही इन व्याधियों का इलाज किया जा सकता है। नतीजा लाखों की संख्या में बिहार के लोग नई दिल्ली के एम्स अस्पताल में इलाज के लिए आते रहते हैं और उनका इलाज संतोषप्रद ढंग से नहीं हो पा रहा है। पटना में जो एम्स है, इंदिरा गांधी आयुर्विज्ञान संस्थान के रूप में वह अभी भी पूर्ण आकार नहीं ले सका है। उत्तर बिहार तो इस मामले में भयानक स्थिति से गुजर रहा है। गंगा, कोशी, अधमारा समूह की नदियों के हिस्सों में पनपने वाली विभिन्न रोगों की फसलें बेतहाशा बढ़ती जा रही हैं। करोड़ों लोग इलाज के अभाव में बेपनाह हैं। बेगूसराय जिले में चिकित्सकों का एक लंबा समू है। पूर्णिया, किशनगंज, अररिया, सुपौल, मधुबनी, सहरसा, मधेपुरा, खगड़िया से हजारों रोगी इलाज के लिए बेगूसराय के निजी नर्सिंग होमों में आते हैं। उत्तर बिहार में बेगूसराय की भौगोलिक स्थिति मध्य में है। केन्द्र सरकार ने 2015-2016 के अपने बजट में बिहार में एक और एम्स खोलने का प्रस्ताव दिया है। यह एम्स उत्तर बिहार में बेगूसराय में खुले। यहां जमीन भी उपलब्ध है। आवागमन के कई राष्ट्रीय मार्गों से यह जुड़ा हुआ है। इसलिए एम्स के लिए यह समीचीन भी है और तमाम तरह की भौतिक संरचनाएं यहां उपस्थित हैं।
अतः सदन के माध्यम से मेरा माननीय प्रधान मंत्री, स्वास्थ्य मंत्री एवं वित्त मंत्री जी से अनुरोध है कि बेगूसराय में नए एम्स खोलने के लिए अपने स्तर से पहले करें।…( व्यवधान)

श्री कौशल किशोर (मोहनलालगंज) : माननीय अध्यक्ष महोदया, मैं सदन का ध्यान अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़ा वर्ग के कर्मचारियों/अधिकारियों का वरिष्ठत क्रम में पदोन्नति आरक्षण देने के लिए भारत के संविधान में संशोधन करने की तरफ आकर्षित करना चाहता हूं। उत्तर प्रदेश सरकार ने पुलिस विभाग, होमगार्ड्स विभाग, विद्युत विभाग, सिंचाई विभाग में बड़े पैमाने पर अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़ा वर्ग के कर्मचारी/अधिकारी रिवर्ट किए गए हैं जिससे उव्त लोग पीड़ादायक ग्लानि को सहन नहीं कर पा रहे हैं और आत्महत्या की स्थिति में पहुंच गए हैं। इसलिए अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़ा वर्ग के कर्मचारियों/अधिकारियों के लिए पदोन्नति में आरक्षण सुनिश्चित करने के लिए संविधान में संशोधन करना आवश्यक है क्योंकि इन वर्गों के कर्मचारियों/अधिकारियों का उत्तर प्रदेश सरकार से विश्वास उठ गया है और वे सभी केन्द्र सरकार की ओर बहुत ही आशा भरी निगाहों से देख रहे हैं।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़ा वर्ग के कर्मचारयों/अधिकारियों को वरिष्ठता क्रम में प्रमोशन में आरक्षण देने के लिए भारत के संविधान में संशोधन करने का विधेयक लोक सभा में प्रस्तुत करके पारित कराने की कृपा करें।…( व्यवधान)

श्री लल्लू सिंह (फ़ैज़ाबाद) : माननीय अध्यक्ष महोदया, न केवल मेरे संसदीय क्षेत्र वरन आधा उत्तर प्रदेश, लखनऊ से पूर्वांचल तक आवश्यक चिकित्सा के अभाव की समस्या से ग्रस्त है। मामूली रोगों से पीड़ित लोग लखनऊ और दिल्ली 250 किलोमीटर से 1000 किलोमीटर तक इलाज के लिए घर, खेत, पशु बेचकर आने के लिए विवश हैं। कुछ दिन पहले टाइम्स ऑफ इण्डिया में एक सर्वेक्षण का परिणाम प्रकाशित हुआ था कि देश में प्रति वर्ष 5 करोड़ परिवार अपने इलाज के लिए उधार लेते हैं और इस कारण से प्रभावित परिवार गरीबी रेखा से नीचे चले जाते हैं। सर्वेक्षण का यह परिणाम प्रत्यक्ष मैं तो अपने चारों ओर प्रायः पाता हूं। विश्व स्वास्थ्य संगठन (डब्ल्यू.एच.ओ.) की सिफारिश है कि चिकित्सा व्यवस्था के लिए जी.डी.पी. का 5 प्रतिशत व्यय आवश्यक है। देश में राष्ट्रीय स्वास्थ्य नीति में स्वीकारा गया है कि 2.5 प्रतिशत व्यय किया जाए परन्तु अभी तक मात्र 1.4 प्रतिशत व्यय करने की व्यवस्था देश में है। चीन, ब्राजील, ब्रिटेन, अमेरिका, जापान सभी भारत से कहीं आगे स्वास्थ्य पर व्यय करते हैं। अमेरिकन सरकार कुल चिकित्सा व्यय पर 47 प्रतिशत, चीन 56 प्रतिशत, जर्मनी 76 प्रतिशत, ब्रिटेन 84 प्रतिशत और भारत केवल 30 प्रतिशत व्यय करता है।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि वह धरातल की सच्चाई को समझे और समस्या का समाधान करे। प्रत्येक प्राथमिक चिकित्सा केन्द्र में चिकित्सक व नःशुल्क दवाओं की उपलब्धता सुनिश्चित करवायी जाए।…( व्यवधान)

श्री विष्णु दयाल राम (पलामू) : महोदया, झारखण्ड राज्य के जिला पलामू के अन्तर्गत मैसर्स सोन वैली सीमेन्ट्स लिमिटेड की स्थापना वर्ष 1921 में हुई थी। देश में यह एक प्राचीनतम वेट प्रोसेस सीमेन्ट प्लान्ट है। वर्ष 1992 से यह सीमेन्ट प्लान्ट बन्द पड़ा हुआ है। परिणामस्वरूप हजारों मजदूर बेरोजगार हो गए हैं। वे भुखमरी के शिकार हो रहे हैं तथा काम के अभाव में पलायन के लिए मजबूर हो रहे हैं। यहां तक कि नक्सलियों के दस्ते में सम्मिलित होने के लिए विवश हो रहे हैं।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि इस फैक्ट्री को शीघ्रातिशीघ्र खुलवाने की कृपा करें ताकि गरीब मजदूरों का जो बकाया है, उसका भुगतान हो सके और मजदूर पलायन के लिए मजबूर न हों एवं नक्सलियों के दस्ते में सम्मिलित होने के लिए विवश न हों। फैक्ट्री खुलवाकर सरकार उनकी सभी मांगों को पूरा करे।

श्री अजय निषाद (मुज़फ़्फ़रपुर): माननीय अध्यक्ष महोदया, हमारा संसदीय क्षेत्र मुजफ्फरपुर (बिहार) की व्यावसायिक राजधानी के रूप में जाना जाता है। लीची के लिए सुप्रसिद्ध मुजफ्फरपुर विभिन्न व्यावसायिक गतिविधियों के लिए न केवल बिहार अपितु पूरे देश का आकर्षण का केन्द्र है। यहां से कई सुपरफास्ट एक्सप्रेस रेलगाड़ियां देश के विभिन्न शहरों के लिए खुलती हैं, बावजूद इसके मुजफ्फरपुर रेलवे जंक्शन पर प्लेटफार्म की संख्या अपर्याप्त है, जिस कारण गाड़ियों के आगमन एवं प्रस्थान में काफी परेशानियों का सामना रेल प्रशासन को उठाना पड़ता है, साथ ही इसका खामियाजा यात्रियों को भी भुगतना पड़ता है।

श्री सी.आर.चौधरी (नागौर) : माननीय अध्यक्ष महोदया, मैं आपकी आज्ञा से इस पवित्र सदन में आपके मार्फत माननीय प्रधान मंत्री जी, माननीय वित्त मंत्री जी एवं माननीय ग्रामीण एवं पंचायत राज विकास मंत्री जी का अभिनंदन करना चाहूंगा कि उन्होंने इस वर्ष पिछले वर्ष की तुलना में मनरेगा में 5 हजार करोड़ का बजट अधिक देकर ग्रामों में ज्यादा लोगों को रोजगार उपलब्ध कराने की व्यवस्था की है। माननीय प्रधान मंत्री महोदय ने यह भी निर्देश दिये हैं कि महात्मा गांधी राष्ट्रीय ग्रामीण गारंटी रोजगार योजना (मनरेगा) का 60 प्रतिशत बजट कृषि के विकास हेतु अपनाई गई योजनाओं एवं उनसे संबंधित दीर्घकालीन कार्यों पर खर्च किये जायेंगे।
कृषि कार्यों में कूप निर्माण, तलाई निर्माण, खेती की मेढ़बंदी, चारागृह निर्माण, छोटे शीत भंडारों का योजना के तहत केवल छोटे एवं सीमांत कृषकों को ही लाभ मिलता है। यह बात सही है कि भारत में अधिकतर सीमांत कृषक एवं छोटे कृषक हैं। पश्चिमी राजस्थान, उत्तरी गुजरात एवं कई अन्य क्षेत्रों में औसतन जोत सीमा बड़ी हैं। अतः इस योजना का उन कृषकों को भी लाभ दिया जाना चाहिए जिनकी जोत सीमा सीमांत काश्तकार की सीमा से थोड़ी ज्यादा है।
अतः सदन के माध्यम से मेरा माननीय प्रधान मंत्री एवं ग्रामीण विकास मंत्री जी से अनुरोध है कि वे मनरेगा में ऐसा प्रावधान करें कि सीमान्त काश्तकार की जिस-जिस क्षेत्र में जितनी सीमा हो, उससे दोगुनी सीमा तक के काश्तकारों को भी लाभ मिल सके। जैसे मेरे क्षेत्र में दो हेक्टेअर सीमांत काश्तकार की सीमा है, इसे चार हेक्टेयर कर दिया जाता है तो मध्यम श्रेणी के काश्तकारों को भी मनरेगा का लाभ मिलेगा एवं उससे देश में कृषि पैदावार भी बढ़ेगी। मनरेगा में ज्यादा से ज्यादा काश्तकारों को लाभ देने के लिए प्रस्तावित व्यवस्था का प्रावधान किया जाता है तो राष्ट्र एवं किसान के हित में होगा। धन्यवाद। ...(व्यवधान)

श्री हरिओम सिंह राठौड़ (राजसमन्द) :माननीय अध्यक्ष महोदया, ‘मेक इन इंडिया’ मिशन के तहत अभी तक वृहत एवं विदेशी निवेश आधारित उद्योगों पर ही ध्यान केन्द्रित किया गया है, जबकि देश की परिस्थितियों के आधार पर स्पष्ट है कि लघु उद्योगों, एग्रो बेस्ड उद्योगों पर ध्यान देने से इस मिशन की सफलता त्वरित की जा सकती है। कैसी विडम्बना है कि खाद्य तेल पर आयात की निर्भरता बढ़ रही है, वहीं देश में तेल व दाल मिलें बंद हो रही हैं। अतः इस संबंध में अध्ययन कर उचित नीति के प्रतिपादन की आवश्यकता है। जापान, चीन आदि का विकास लघु एवं सूक्ष्म उद्योगों द्वारा ही संभव हुआ। मेक इन इंडिया मिशन को लघु एवं सूक्ष्म औद्योगिक जगत में लोकप्रिय करने हेतु लघु भारती का सहयोग लिया जा सकता है, जिनका कार्य क्षेत्र सभी राज्यों में कुल मिलाकर 400 जिलों में व्याप्त है।

डॉ. वीरेन्द्र कुमार (टीकमगढ़) : माननीय अध्यक्ष महोदया, आज बाल श्रम ने दुनिया के जिन तमाम देशों में एक गम्भीर समस्या का रूप धारण कर लिया है, उनमें भारत भी है। बाल श्रम निषेध होने और उच्चतम न्यायालय के तमाम निर्देशों के बावजूद बच्चों को मजदूरी से रोकने में अभी भी उल्लेखनीय सफलता नहीं मिल पायी है। रह-रह कर बंधुआ बाल मजदूरी के मामले सामने आते रहते हैं। गरीब परिवारों के माँ-बाप अपनी कठिन आर्थिक परिस्थियों से पार पाने के लिए अपने बच्चों को विभिन्न तरह के कामों पर लगाना उचित समझते हैं। समाज के एक तबके में यह धारणा भी व्याप्त है कि बच्चों को प्रारम्भ से ही किसी न किसी हुनर से लैस हो जाना चाहिए। इस सबके चलते तमाम बच्चे बाल मजूदर बने जाते हैं और फिर वे मजदूरी के चंगुल से निकल नहीं पाते हैं। वे शिक्षा के साथ स्वयं के स्वाभाविक विकास से भी वंचित होते हैं तथा जोखिम भरे काम करने के साथ ही शोषण का शिकार होते हैं। बच्चों के अधिकारों के संरक्षण के संबंध में संयुक्त राष्ट्र के प्रस्ताव को भारत सरकार भी पालन करने के लिए वचनबद्ध है।

श्री अर्जुन राम मेघवाल (बीकानेर):माननीय अध्यक्ष महोदया, भारत के क्षेत्रफल के अनुसार औसत वनक्षेत्र नहीं है। वनक्षेत्र या पेड़ों की संख्या कम होने से जलवायु परिवर्तन एवं पारिस्थितिक संतुलन नहीं बन पाता है। बढ़ती जनसंख्या और पेड़ों की होती कम संख्या पर्यावरण संरक्षण में नकरात्मक भूमिका अदा करती है। मैं राजस्थान के बीकानेर संसदीय क्षेत्र से आता हूँ। पूरे राजस्थान में वनों का क्षेत्र भारत के अन्य राज्यों से बहुत कम है और मैं जिस क्षेत्र से आता हूँ, वह थार रेगिस्थान का हृदय स्थल है। रेगिस्थानी क्षेत्र में खेजड़ी का वृक्ष पारिस्थितिक संतुलन बनाने में महत्वपूर्ण भूमिका अदा करने के कारण स्थानीय भाषा में खेजड़ी को तुलसी भी कहते हैं और परिवार की एवं स्थानीय महिलाएं खेजड़ी की तुलसी की भाँति पूजा-अर्चना भी करती हैं। मध्यकाल में जब खेजड़ी के वृक्ष की कटाई का हुक्म तत्कालीन शासनकर्ताओं ने दिया तो स्व. अमृता देवी बिश्नोई के नेतृत्व में महिलाओं ने खेजड़ी से चिपक कर अपनी जान दे दी, लकिन खेजड़ी के वृक्षों की रक्षा की। खेजड़ी के वृक्ष से जो सांगरी का उत्पादन होता है, उसकी सब्जी भी बनती है और वह शरीर की रोग प्रतिरोधक क्षमता बढ़ाने में अपना महत्वपूर्ण योगदान देती है। सांगरी से पहले खेजड़ी पर मिंजर लगती है जो आयुर्वेदिक औषधि के रूप में काम आती है और इससे कई त्वचा एवं अन्य रोगों का उपचार होता है।
अतः इतने उपयोगी पेड़ की रक्षा के लिए सदन के माध्यम से मेरा माननीय वन पर्यावरण मंत्री जी से अनुरोध है कि खेजड़ी के वृक्ष को संरक्षित पेड़ों की श्रेणी में लेकर कोई विशेष दर्जा देने की व्यवस्था की जाती है तो खेजड़ी का वृक्ष रेगिस्तानी इलाकों में बहुतायत से पनप सकता है और रेगिस्थान भी हरा हो सकता है तथा वहां के क्षेत्र का पारिस्थितिक संतुलन बना रह सकता है। … (Interruptions)

SHRIMATI PRATIMA MONDAL (JAYANAGAR):In the history, there is no name more famous than that of Muslin. Archaeologists believe that Muslin of the finest quality found from the excavated sites in India was produced during the Indus valley civilization about 5000 years ago. But the first documented origin of this finely woven fabric is from Dhaka. The original Bengal Muslin was exported to far off Rome under the name textalis- ventalis ‘Woven air’ and other fancy names like ‘Evening dew’ and Morning Mist’. Historically, Muslin has been recognized as a 100% cotton. Muslin was produced from a cotton plant that grew exclusively along the banks of a certain stretch of the Brahmaputra river. However, the Muslin industry started declining following the battle of Plassey.
The muslin revival effort actually started at Nabadwip in neighbouring Nadia Distrit in West Bengla in 1992. A group of Weavers there managed to produce 500 count Muslin that is, a thousand metres of yarn spun so fine as to weigh only two grams. However, later on its production was not cost effective. Now the West Bengal Khadi and Village Industries Board has taken up a project to revive and promote Bengal Muslin through a historical approach.
I would like to request the Hon’ble Minister of Micro, Small and Medium Enterprises to kindly take up the project Muslin wherein various linkages of revival and growth are addressed comprehensively comprising interventions like skill development, technology support, design inputs, product diversification, credit linkage, marketing support etc. HON. No doubt, Railways have taken and are taking several measures for welfare of people like reservation of seats/berths for Freedom Fighters/Ladies/Differently-abled persons but in the process we have forgotten our senior citizens who face many hardships during their travel being old/weak/medically unfit/poor etc. and they have to jostle with the youngsters and other co-passengers to get a seat/berth and even at times they have to go standing as nobody wants to share a seat or help them. Keeping in mind the above said difficulties being faced by them, I urge the Government to kindly make a provision of separate coach/seats for them so that their genuine problems can be taken care of.

SHRIMATI KOTHAPALLI GEETHA (ARAKU): I would like to draw the attention of the hon. Prime Minister, the hon. Union Minister of Home Affairs and the hon. Union Minister of Finance towards the pathetic state of Andhra Pradesh. The entire august House is well aware and would agree with me that the State of Andhra Pradesh has been affected economically following the bifurcation. Even though many promises were made during elections as well as through the Reorganisation Act and also on the floor of both the Houses of Parliament, unfortunately, it is yet to get any concessions. The State is burdened with a huge debt of over Rs. 1.46 lakh crore with no big development on the economic and financial front. The special status that was promised to the State stills remains in a state of confusion and it is arousing unrest among the people. No tax discounts or holiday is provided. At the same time, I wholeheartedly thank our hon. Prime Minister and hon. Union Minister of Finance for providing budgetary relief in terms of financial support but the assurance of providing special status still remains unfulfilled.
Hence, keeping in view the grim situation prevailing in Andhra Pradesh, I request the hon. Prime Minister, through the Chair, to kindly take a favourable decision and announce special status for Andhra Pradesh. … (Interruptions)

SHRIMATI SUPRIYA SULE: Madam, according to the World Health Organisation, close to 1.3 million children die every year in India because of malnutrition, 48 per cent children under the age of five are stunted or too short for their age, which indicates that half of the country’s children are chronically malnourished. The devastating combination of poverty, poor status of girls and women, food insecurity, especially in vital nutrient-rich foods, poor health services, and abysmal sanitary conditions simply cannot sustain healthy child growth. The existing response to malnutrition in India has been skewed towards food-based interventions and has placed little emphasis on schemes addressing the other determinants of malnutrition. Any intervention to address the problem of malnutrition should have the potential to prevent the occurrence of illness among children, which calls for ensuring safe water supply and sanitation, a widely neglected sector in rural areas and urban slums. Indians are also suffering from chronic micronutrient malnutrition which results from consistently consuming foods severely lacking in vitamins and minerals – particularly vitamin A, iron, iodine and zinc – which are essential for proper physical and mental development. Supplementation programmes, biofortification of crop, commercial fortification, and school-based deworming campaigns can prove highly beneficial to tackle this effectively. As governments worldwide tighten their belts and increasingly search for ways to fight this menace effectively, the value-for-money that can be achieved with micronutrient malnutrition interventions cannot be ignored.

श्री सुखबीर सिंह जौनपुरिया (टोंक-सवाई माधोपुर) : माननीय अध्यक्ष महोदया, मैं एक अत्यन्त महत्वपूर्ण विषय सदन के सामने रखना चाहता हूँ। मेरे संसदीय क्षेत्र के जिला टोंक में "अमली बाघ सफारी " नामक एक अत्यन्त महत्वपूर्ण पर्यटक स्थल है। इसमें हर वर्ष हज़ारों की संख्या में लोग घूमने के लिए आते हैं और यह राजस्थान के प्रसिद्ध पर्यटक स्थलों में से एक है।
राजस्थान सरकार के द्वारा 115 करोड़ रुपये का प्रस्ताव केन्द्र सरकार को भेजा गया है परन्तु केन्द्र सरकार ने इस विषय में कोई सकारात्मक कदम नहीं उठाए। इस विषय में दिनांक 21.7.2015 को अतारांकित प्रश्न संख्या 128 में भी केन्द्र सरकार ने स्वीकार किया है कि राजस्थान सरकार द्वारा 115 करोड़ रुपये का प्रस्ताव प्राप्त हुआ है।
अतः सदन के माध्यम से मेरा केन्द्र सरकार से अनुरोध है कि इस विषय में ठोस कदम उठाते हुए जल्द से जल्द कार्यवाही करें और 115 करोड़ रुपये की राशि तुरन्त जारी करने का आदेश करें।

This Bill seeks to amend Section 5 of the Delhi High Court Act and Section 25 of the Punjab Courts Act. It seeks to enhance the original pecuniary jurisdiction of the Delhi High Court and 11 district courts in the National Capital Territory of Delhi from Rs. 20 lakh to Rs. 2 crore. … (Interruptions)
The Statement of Objects and Reasons to the Bill mentions that enhancement of said jurisdiction would reduce the work load of High Court of Delhi as well as pendency therein and also provide justice at the door steps of the litigant public with reduced cost of litigation and maximum convenience.… (Interruptions)
The Bill empowers the Chief Justice of Delhi High Court to transfer any pending suit to a relevant subordinate court.
It observed that following such amendment, around 12,211 cases, which are pending in the High Court of Delhi, would be distributed amongst 11 district courts. This would facilitate speedier disposal of these cases.… (Interruptions)
The change in pecuniary jurisdiction of other courts has happened in the earlier years. The pecuniary jurisdiction of High Court of Bombay was last revised in the year 2012 to Rs.1 crore by effecting amendment to the Bombay City Civil Court Act, 1948. However, Section 3 of the said Act permits the High Court of Bombay to retain jurisdiction over matters connected with Intellectual Property Right, Letters of Patent, Parsi Marriage and Divorce etc. Even if valuation of suits thereon is less than Rs.1 crore, the High Court of Bombay can consider it.… (Interruptions)
The pecuniary jurisdiction of High Court of Kolkata was last revised in the year 2013 from Rs.10 lakh to Rs.1 crore by effecting amendment to the Kolkata City Civil Court Act, 1953. Section 5 of the Act however provides concurrent jurisdiction to both High Court of Kolkata and Kolkata Civil Courts on the suits whose valuation exceeds Rs.10 lakh but not exceeds Rs.1 crore.
Both Union Parliament and State legislatures have concurrent power and competence to alter the pecuniary jurisdiction of High Courts and District Courts by the combined reading of Article 225, Entry 78 of List 1 (Union List) and Entry 11A, 13, 46 of List III which is the Concurrent List of the Constitution.… (Interruptions)
Article 239 AA(3)(a) under Part VIII of the Constitution inter alia expressly curtails the legislative power of NCT of Delhi to make such amendments to law under Entry 65 of List II which is the State List under the Seventh Schedule of Constitution. Insofar as that relates to Entry 1, which is a public order, Entry 2 of police and Entry 18 of land, it is relevant to note that Entry 65 of the State List talks about jurisdiction and power of all courts except the Supreme Court with respect to any matter in the said List.… (Interruptions)
The full Bench of the Delhi High Court in the case of Geetika Panwar and Delhi High Courts Bar Association versus NCT of Delhi and others in 2003 had held that the Delhi High Courts (Amendment) Act, 2001 passed by the Legislative Assembly of NCT of Delhi to increase pecuniary jurisdiction of High Courts of Delhi and District Courts in Delhi from Rs. 5 lakh to Rs.20 lakh as ultra vires as NCT of Delhi has no legislative competence to amend the Delhi High Court Act, 1966. It had held that Parliament alone has the power to alter jurisdiction of High Court of Delhi.… (Interruptions)
Madam, Speaker, with reference to this, I specifically wish to mention the number of cases which are pending before the Courts and the situation which has changed. If we compare the High Court of Bombay, in 2003 there were about 42,293 cases, in 2008 the pendency pertains to 41,765. In 2013 the number has reduced to 6081. In Kolkata while the pendency in 2003 was10,623, in 2008, after the amendment, it got reduced to 7,879 and in 2003 it has got reduced to 6,932.… (Interruptions) In Delhi the pendency in 2003 was 7,853, in 2008 the pendency of civil suits increased to 2,815. In 2013, the number has increased to 12963 which is close to 13,000 cases. In Himachal Pradesh, in 2003, the pendency of cases was 195 which increased in 2008 to 365 and in 2013, the same has come to 354… (Interruptions). In Madras, in 2003, the pendency was 4300, in the year 2008, it became 6249 and in 2013, it rose to 6326… (Interruptions)
In this regard, Madam Speaker, if the original jurisdiction gets shifted to the trial courts up to the limit of Rs.2 crore, it will enhance the expeditious disposal of cases… (Interruptions)
However, as regards commercial cases, I have one submission and request to make to the Government that if the Commercial Division and Commercial Appellate Division of High Court Bill, 2015, could be brought simultaneously, the cases would not have to be transferred twice over.

This Bill is aimed at reducing the workload of the Delhi High Court which is to handle increased number of civil cases related to properties. The increased economic activity in the National Capital Region has its impact on property value… (Interruptions). This is reflected in the civil cases filed in the Delhi High Court. So, a way out has been found out through this Bill to see that civil cases worth lesser value of amounts will be disposed of at the level of district courts. This Bill will also benefit the poor people living in the National Capital Territory… (Interruptions). While filing civil cases for small amounts, they have to cover a long distance to reach the Delhi High Court and they have to spend more… (Interruptions). Now that this Bill changes the jurisdiction of civil suits involving value of Rs.20 lakh to district courts, poor people need not spend more time and money in civil litigation… (Interruptions)

I must say that it is your grace and patience that in spite of whatever agitation, you have tried to run the House to the extent possible. Now, what has happened is a political agitation. Now, a political agitation, as I repeatedly say, has to have a political solution. It is not for the Speaker to resolve. The ruling Party must reach out to the Opposition, talk to them and find out a way. I am not on that. But the agitation was lodged by several Parties in the Well. There was the Congress; there was the TRS; there was the CPI (M). Other parties were also involved in it.… (Interruptions) The Samajwadi Party was asking for a caste census. The TRS was asking for a High Court. The Congress had demanded the resignation of a certain people. Out of this, to single out one Member would be unfortunate.… (Interruptions) Please listen to me.
Madam, you have mentioned this. All I want to say is this.… (Interruptions) Madam, under Rule 374 (1), you have the power and the capacity to name a Member who, you believe, has indulged in disorderly conduct or brought down the prestige of the House. My prayer to you is that if permitted, he can get up and express regret. It can stop at that.… (Interruptions) You have named a Member. You are the Speaker, the custodian of the House. That should be good enough. You can call him and say: “Mr. Chowdhury, are you sorry for what happened?” He can say: “Yes, Madam, I am sorry.” The matter can end there. But, if the Ruling Party behaves in a vindictive way, with a view to punishing and singling out a Member, that will not sort out the political problem. Vindictiveness, a punishment mentality is not going to resolve the matter.
