(c)substitute, notwithstanding the provisions contained in section 175, any service privy or service urinal accommodation by connected privy or connected urinal accommodation where there is underground sewerage system, and by septic-tank privy or septic-tank urinal accommodation where there is no underground sewerage system, within ninety days of such notice.
