Section 55(b) in The Government Of Union Territories Act, 1963
(b)all suits and proceedings in connection with the administration of [the Union territory] [Substituted by Act 18 of 1987, Section 65, for "a Union territory" (w.e.f. 30-5-1987)] shall be instituted by or against the Government of India.
