Section 85(4) in Haryana Minor Mineral Concession, Stocking, Transportation of Minerals and Prevention of Illegal Mining Rules, 2012
(4)The Director may, after making such enquiries as he may deem necessary or appropriate, issue the Letter of Intent (LoI) for grant of licence or renewal thereof or refuse to grant or renew the license :Provided that the Licensing Authority shall not refuse to grant or renew a licence for the whole or part of the area applied for without giving an opportunity of representation to the applicant. He shall record the reasons for such refusal and communicate the same to the applicant.
