Section 19(1) in U.P. Zila Panchayats Service Rules, 1970
(1)On the occurrence of vacancies in posts which are to be filled both by direct recruitment and by promotion, the [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.] shall make appointments alternately from among candidates selected in the manner prescribed in Rules 17 and 18 provided that sufficient number of suitable candidates are available.
