34. Discussion on the motion under the direction of the President.
- When a motion has been moved and seconded members other than the mover and the seconder may speak on the motion in such orders as the President may direct :Provided that the seconder of a motion or of an amendment may, with the permission of the President, confine himself to seconding the motion or amendment as the case may be and speak thereon at any subsequent stage of the debate.
