14. Appeal.
(1)An appeal against an order passed under section 44 or section 45 shall be presented to the Chief Administrator either by the appellant or his agent or shall be sent by registered post addressed to the Chief Administrator in the form of a memorandum of appeal indicating the date of the order appealed against, setting forth concisely the grounds of appeal accompanied by a certified copy of the order appealed against.(2)The memorandum of appeal shall be signed by the appellant or his agent and shall be accompanied by a fee of fifteen rupees.(3)On receipt of the memorandum of appeal the Chief Administrator shall fix a date for hearing the parties.
