Title: Demanded revival and nationalisation of National Textile Corporation (NTC) and British India Corporation (BIC).
SHRI BASU DEB ACHARIA (BANKURA): Sir, a number of times, we had raised the issue of revival and nationalisation of the National Textiles Corporation. It has 126 mills under it. But production in most of these mills has been stopped for the last two to three years. The workers do not get their wages regularly. They get their wages only after five to six months.

Sir, a plan for revival of these mills had also been approved by the Government of India way back in 1995 by selling the surplus land in Mumbai and other places. A demand had also been made on the floor of this very House that the plan approved should be implemented immediately.
But I am sorry to submit that even after five years of its approval, the Government of India has not taken any action in regard to the implementation of the revival package.
Rather, Sir, the present government is now planning to close down most of these mills and revive only 23 mills.
Sir, since yesterday, more than 2,000 workers from Kanpur have come to Delhi. They are holding dharna before Udyog Bhavan… (Interruptions)..The workers of the NTC and BIC of Kanpur are here in Delhi and sitting on dharna. They are starving.
Sir, in regard to BIC of Kanpur, there is a stay order from the Allahabad High Court.

SHRI BASU DEB ACHARIA : Sir, this is a very important matter.
There is a stay order against the closure or liquidation of BIC. The period of this stay order will be over on 18th August, 2000. So, when the stay order will be vacated, three important mills of BIC including Lal Imli, will be liquidated.
So, Sir, I demand from the hon. Minister, who is present here, that he should assure the House that the Government will take steps immediately in regard to modernisation and nationalisation of the NTC mills and also to start production there. The payment of wages to workers should also be timely. He should also assure that after the vacation of the stay order in regard to BIC, the mills under BIC will not be liquidated.

श्री श्रीप्रकाश जायसवाल : महोदय, मैं दो मिनट में अपनी बात कहना चाहता हूं। प्रधानमंत्री जी की हैसियत से कानपुर की पब्लिक मीटिंग में यह एश्योरेंस दिया था कि अगर हमारी सरकार बनी तो बी.आई.सी. और एन.टी.सी. की सारी यूनिटें चला दी जाएंगी।
आज स्थिति यह है कि कानपुर की सारी बीआईसी और एनटीसी मिलों के मजदूर बेकार हैं और दिल्ली में कल से पांच-सात हजार मजदूर धरना दे रहे हैं। सरकार से इस संबंध में जब वार्ता की जाती है तो सरकार की तरफ से कोई स्पष्ट जवाब नहीं आता । मेरा आपके माध्यम से सरकार से अनुरोध है कि वह बताए कि एनटीसी और बीआईसी की मिलें चलाई जायेंगी या नहीं। सरकार का आचरण मजदूरों के प्रति अब तक ठीक नहीं रहा है।
श्री मोहन रावले (मुम्बई दक्षिण मध्य) : अध्यक्ष जी, मेरे संसदीय क्षेत्र में ज्यादा से ज्यादा मिलें हैं और मैं भी इनके साथ अपनी भावना को जोड़ना चाहता हूं।

SHRI KASHIRAM RANA : So far as the mills are concerned, 25 mills of the NTC are working fully and 53 mills are now working partially. … (Interruptions) So far as wages are concerned, Shri Acharia has said that they are not paid regularly. He has said that they are getting their salaries once in five to six months. मैं कहना चाहूंगा कि सब पेमेंट हम समय से करते हैं। पहले नहीं होता था लेकिन पिछले एक साल से पेमेंट हो रहा है। जहां तक कानपुर की एलजीन और कॉटन मिलों का संबंध है मैं कहना चाहूंगा कि अक्टूबर ९९ में हाईकोर्ट ने लिक्वीडेशन का जो आर्डर मिलों के बारे में किया, उसका स्टे लिया गया। सरकार ने वर्कर्स के हितों को ध्यान में रखते हुए लिक्वीडेशन का आर्डर होते हुए भी, स्टे को कंसीडर करते हुए भी जुलाई तक का वेतन देने का प्रावधान किया। मई तक का वेतन रिलीज कर दिया है और जून-जुलाई के वेतन का निपटारा भी जल्दी हो जायेगा। जहां तक मजदूरों के भविष्य का सवाल है तो कामगारों के भविष्य की चिंता सरकार स्वयं करती है। इसीलिए तो हम वेतन समय से देते आये हैं। लीगल बाधाओं के होते हुए भी हमने वेतन दिया है।
