21. Meetings of Committees. - (1) Committees appointed under section 20 may meet and adjourn as they think proper; but the Chairman may, whenever he thinks fit, call a special meeting of any Committee, and shall call a special meeting of any Committee upon the written request of not less than two members thereof.
(2)The person to preside at a meeting of a Committee shall be the Chairman, if he-is a member of the Committee, or, if he is not a member [or is absent], then the members present shall choose one of their number to preside.[(3) One-half of the number of the members of the Committee shall make a quorum for transaction of business at any meeting] :Provided that no quorum shall be necessary for an adjourned meeting.(4)All questions at any meeting of a Committee shall be decided by a majority of votes of the members present, the person presiding having a second or casting vote in alb cases of equality of votes.
