Section 26(1) in Sher-I-Kashmir Universities of Agricultural Sciences and Technology Act, 1982
(1)The Vice-Chancellor shall be the principal executive and academic officer of the University and ex-officio Chairman of the Board and of the Academic Council and he shall, in the absence of the Chancellor and Pro-Chancellor preside at the convocation of the University and confer degrees on persons entitled to receive them.
