Section 34(1) in The Orissa Housing Board Act, 1968
(1)When by the execution of any housing scheme any land in the area comprised in the scheme will in the opinion of the Board be increased in value, the Board in framing the scheme may with the prior approval of the State Government declare that betterment charges shall be payable to the Board by the owner of the land or any person having an interest therein in respect of such increase in value of the land.
