- If any difficulty arises in giving effect to lire provisions of this Act, the State Government may, by an order published in the Official Gazette, do any thing not inconsistent with the provisions of this Act which appears to it to be necessary or expedient for. the purpose of removing the difficulty :Provided that no such order shall be made under this section after die expiry of three years from the commencement of this Act.
