(1)The scrutiny shall be completed on the day appointed in this behalf and no adjournment of scrutiny shall be allowed.(2)The Returning Officer shall, on the same day, endorse on each nomination paper, his decision as to whether the nomination paper has been accepted or rejected and in case the nomination paper is rejected, shall record, the reasons for such rejection.
