(6)"Contractor" means a person to whom the exclusive privilege-(a)of supplying by wholesale; or(b)of manufacturing and supplying by wholesale;country spirit to licensed retail vendor of the same has been granted by the Provincial Government or the Governor of Assam, as the case may be, under Section 19 of the Act;
