Section 148(1) in The Bihar Panchayat Raj Act, 2006
(1)A Panchayat Samiti may, subject to the provisions of this Act and the Rules made thereunder and with the previous sanction of the Government, by notification, make regulations to carry out the purposes of this Act, in so far as it relates to its powers and duties.
