Section 12(3) in The Orissa Consolidation of Holdings and Prevention of Fragmentation of Land Rules, 1973
(3)The "Exchange ratio",of lands shall be determined by the Assistant Consolidation Officer in consultation with members of the Consolidation Committee and the land-owners of the units and through suitable local inspection in the company of as many members of the committee and as many land-owners as he is able to collect; and taking into consideration the factors mentioned in Clause (a) of Sub-rule (1).
